Stat discussion
CON (Constitution) = 10 Health
STR (strength) = +2% More damage
WIS (Wisdom) = 5 Chakra +0.5% More Ninjutsu Damage
DEX (Dexterity) = +1 Speed +5 Energy

Levels Discussion
Starts with Level 1 and 10 stat points, 3 basic academy jutsu, and 3 JP.
To level up from 1 to 2, need 10 exp. Each level doubles the needed exp.
Example: Level 1 = 10 exp. Level 2 = 20 exp. Level 3 = 40 exp. Level 4 = 80 exp.

Level Up Discussion
Each level up, the player gains 10 stat points, +10 to every stat and some JP points.
Level 1-5 get 1 JP point per level up.
Level 6-10 get 2 JP point per level up.
Level 11-15 get 3 JP point per level up.
Level 15-20 get 4 JP point per level up.
Level 21-30 get 5 JP point per level up.
Level 31 and more get 6 JP point per level up.

Jutsu learning Discussion
E ranked jutsu needs 1 JP to be learned.
D ranked jutsu needs 2 JP to be learned.
C ranked jutsu needs 3 JP to be learned.
B ranked jutsu needs 4 JP to be learned.
A ranked jutsu needs 5 JP to be learned.
S ranked jutsu needs 6 JP to be learned.

You will have to make a big required XP chart for the lazy. :/

How would the % more damage factor in?

Also, is it 1 point that you put in each of these stats, that you get these effects? e.g: 2 poit into dex = 2 speed 30 energy?

Correct.

And the % would be like...

A jutsu that deals 30 damage, is casted by a player with 10 strength (+20% Damage). Then, the jutsu would deal 36 Damage.

We need some chart that shows how much damage every jutsu rank can do then. And variables like Shadow stitching against Fan Blade.

Well, it will need some calculating. To make it pretty fair.

S = 600-690 Damage
A = 500-590 Damage
B = 400-490 Damage
C = 300-390 Damage
D = 200-290 Damage
E = 100-100 Damage.

To get a S ranked jutsu from the very start (not counting started JP), you would need 6 level ups.
in 6 level ups (not counting starting Stat Points), you are able to get 1200 Health.
1200 : 2 = 600.

And the same i did with other jutsus.

Version 2:

S = 400-500 Damage
A = 300-399 Damage
B = 200-299 Damage
C = 100-199 Damage
D = 50-99 Damage
E = 1-49 Damage.

To get a S ranked jutsu from the very start (not counting started JP), you would need 6 level ups.
in 6 level ups (not counting starting Stat Points), you are able to get 1200 Health.
1200 : 3 = 400.

Then i edited the other rank damages, the way i felt pretty comfortable with Razz

This is going to need a lot of calculating as 2 A ranks far outweigh 1 S rank.

Perhaps it could be:

SS aka Legendary (They should be only Admin made) = 700-1000 (average 850)
S = 400-700 Damage (average: 550)
A = 200-400 Damage (average: 300)
B = 100-200 Damage (average: 150)
C = 50-100 Damage (average: 75)
D = 10-50 Damage (average: 30)
E = 1-10 Damage. (average: 5)

Fire > Wind > Lightning > Earth > Water > Fire

The disadvantage and advantage doesn't stay effect, if the element with disadvantage is 2 Ranks higher than the element with advantage.

Example:
Water Jutsu
Rank: A

Earth Jutsu
Rank: C

= No element advantage effect, Water Wins.

Example 2:
Water Jutsu
Rank: A

Earth Jutsu
Rank: B

= Element advantage effect, Earth Wins.

Ah, but how far does the rank effect go? I meam, an E rank eouldnt affect an S rank even though it was at an elemental advabtage would it?

well. Fire > Lightning has no effect, strongest damage wins. (If damage is same, then Rank. If Rank is also same, then tieand both get blown away taking damages xD)

Of Course.
But i think there shouldn't be combination of bloodlines, like having mother a uchiha and father a hyuuga clan.

And the defensive jutsu could be:
S = 300-550 Damage Defend (average: 425)
A = 150-300 Damage Defend (average: 225)
B = 75-150 Damage Defend (average: 150)
C = 30-75 Damage Defend (average: 112)
D = 5-30 Damage Defend (average: 17)
E = 1-5 Damage Defend (average: 3)

Damage Defend = How much damage does the jutsus defend.
Example:

Attack Jutsu: 400 Damage
Defend Jutsu: 300 Damage Defend

= Defender loses only 100 Health.
